Imagine the price of connecting all of the moving parts within our justice system. Think of the time and money it takes to do so. From pre-trial hearings, attorney conferences and arraignment to administrative proceedings and remote testimony then disposition and even post-trial proceedings, all of these services can be streamlined through Cisco’s Connected Justice solution. Through connectivity of mobile devices, cameras, sensors, transfer vehicles, the Internet of Everything (IoE) allows law enforcement, courts and corrections staff to streamline the justice process. Cisco’s solution provides a unified network platform to automate justice workflow and, therefore, removes barriers between systems, agencies, people and processes as critical information is transferred.

For those working within the U.S. justice system the convergence of IoE can streamline processes through faster collaboration. It can benefit inmates by reducing processing times and, simultaneously, improve security for justice workers while providing enhanced public safety to the community.
One simple example can illustrate the principle. Arraignments require defendants to appear before a judge to conduct a formal reading of the criminal charges. This heightens security risks for law enforcement officials and the public, increases administrative costs to safely transfer the defendant to and from the arraignment and slows the entire process should there be multiple court facilities with which the defendant must connect. Through secure, remote video for motions and testimony directly from detainees’ holding facilities, many of these risks can be eliminated.
I will be presenting on the power of a better connected justice system at the National Center for State Court’s upcoming CTC conference in Minneapolis on September 22-24. As a retired Judge, I have been in the trenches and understand the complexities of day-to-day operations within a court system. Of the many technology trends that enable the Internet of Everything, big data and analytics warrant special consideration. The astonishing amount of data traversing today’s networks is growing exponentially each day. A recent IDC research report highlights that from now until 2020, the digital universe will double every two years.
This growth in data represents a remarkable opportunity for global public sector organizations, particularly for government leaders. The automated collection of data – from devices, sensors, and physical objects – and use of the resulting information is providing unprecedented visibility and decision-making capabilities. This is paving the way for faster incident response, safer communities, better operational efficiency, secure access to anytime, anywhere services, and an overall heightened citizen experience.
As large populations shift to urban areas, cities are under tremendous pressure to compete economically and grow sustainably. In the era of digital disruption, citizens are also expecting more from their engagements with local, regional, and national government organizations and leaders. In response to these pressing challenges, communities around the world are going digital and creating new, intelligent connections with the Internet of Everything (IoE).
To see the growing role that technology is playing in law enforcement, all we need to do is turn on the news. From the growing call for police body worn cameras to the lack of physical security surveillance capabilities in an aged correctional facility system, there is an increased demand for law enforcement organizations to respond more quickly and effectively and with greater transparency to crises. In order to improve the collaboration and communication within agencies and with the broader community of public safety officials, Cisco and Verizon have teamed up to create a national public safety collaboration cloud for the eco-system of public safety organizations.
The National Sheriffs’ Association Collaboration Cloud will enable sheriff offices to easily acquire, deploy and communicate using video technology. The Sheriffs will also expand this collaboration to their public safety partners in all 3080 counties of the United States, so law enforcement organizations will be able to allow their personnel to quickly communicate within their own department or with other local, state or federal agencies to conduct their business. Using the cloud, law enforcement organizations can respond more effectively to real-time incidences as they occur and work together on inter-department or inter-agency task forces with ease.
The new cloud based collaboration technology will improve many areas of law enforcement activities, including patrol vehicle applications and drug and gang task force collaboration. The areas of probation and parole will also benefit from this service as they interact with correctional facilities, prosecutors, defense lawyers and the courts.
For example, the collaboration cloud can be used for video meetings and hearings with attorneys, judges and inmates at correctional facilities. This helps law enforcement organizations to significantly reduce transportation and overtime costs for personnel. It can also reduce other public safety risks including reduced movement of incarcerated individuals by enabling legal teams and providers of numerous inmate services to communicate with inmates via video.
The National Sheriffs’ Association Collaboration Cloud will give law enforcement organizations better access to resources to train their personnel on emerging response tactics and mandated training certifications. By equipping training rooms for remote training and accreditation services, organizations will be able to expand their programming significantly. This collaboration cloud also enables real-time communication between patrol cars, emergency operations centers, 911 centers and dispatch locations using a myriad of devices including tablets, smart phones and laptop computers. It opens the pathway of reducing the largest budget number in corrections through the delivery of telehealth in county jails, juvenile detention centers and state prisons.

The power of the Internet of Everything (IoE) lies in connecting the unconnected, bringing together people, process, data and things to create new and exciting possibilities. These connections are already transforming the world today, from corporate business to local government. One area in particular that has been significantly transformed by connectivity over the years is our nation’s defense.
Throughout the past 30 years, Cisco has been working closely with the Department of Defense to transform its operations from a point-to-point world to one that is fully connected. We are proud to have played a role in building the first defense-wide enterprise network, known today as the DoD Information Network (DoDIN). These networks were rapidly extended into the deployed environment, and Cisco was there helping to make that transition. Today, DoD networks are being pushed out even further into the tactical edge connecting sensors, platforms and mobile users. This network capability is critical to supporting all branches of the U.S. military, serving as the connective tissue that transitions enterprise to deployed to tactical edge establishing the Defense Department’s global IoE environment.
Modern battlespace boundaries are consistently harder to define, but IoE technologies such as sensors and collaboration capabilities operating on a secure mission fabric are enabling shared situational awareness, accelerating rapid indications and warnings, and improving real-time collaboration. For example, every element of today’s Intelligence, Surveillance and Reconnaissance (ISR) operations – from unnamed vehicles and autonomous sensors to a solider in the field with a handheld decision aid or intelligence analysts in the operations centers – requires a secure, reliable network to connect a vast defense landscape.
In the garrison, the emergence of connected base environments illustrates how IoE is impacting daily military operations. IoE-driven solutions such as energy-monitoring, smart street lighting and advanced asset tracking can help bases around the world operate more effectively, provide information for better decision-making and improve cost efficiencies. The medical and logistics environments, for example, are replete with sensors that can monitor, control, optimize and automate their unique mission operations. From bases to tactical edge, the DoD will continue to adapt and refine its “Tactics, Techniques and Procedures (TTPs)” necessary to improve mission effectiveness across every branch of the U.S. military.
So what’s next?
As today’s battlespace boundaries continue to evolve, the need for agility, resilience and adaptability is more critical than ever. Similarly, the strategies and technologies required to achieve success will change and Cisco will be there to support the defense community with solutions for service members around the world.
